Define "Probable Cause".?

I need a clear cut answer on this one, as our sheriff deputies where I live have announced it's "Open Season" on tourists. So can they actually sit outside of restaurants, take down license plate numbers, and then when they see the cars leave, pull them over and make the occupants submit to a breathalyzer? All in the name of "Probable Cause"?
