My husband received a summons and i do not know what to make of it help please?

ok so it's for criminal damage of �780 on a vehicle. he did not do it we know who has because they put in the false witness and came round blackmailing us into giving a confession. it says "deputy chief constable blah blah blah of police says that you committed the offenses shown" now surly that's a false allegation from the police? there is only one witness statement and it's a bit iffy so how can that be right?
