Can a cop detain me outside of his jurisdition for questioning?

I was in Herman Missouri for a restraining order when a police officer came up to me in street clothes stated that he was from owensville missouri wich is in the same county but about 30 min away.He showed me his badge and his police Identification he stated that i was wanted for questiong. I stated that i was not gpoing with him. Then we argued at that time 5 deputy sherrifs came up and said the the officer had gotten his reserve deputy ID that day and i have to go with him. he placed me in handcuffs and placed me into a owensville police car on the way i asked the officer to lossen my handcuffs because my hands were going numb. he stated to me that he did not have any handcuff keys. when we arrived they let me go because at the time the crime happened i was at work but my hand had marks on them for about 2 weeks Can they do this can they arrest me me like that
