In Europe, Gays can give blood products. They TEST for HIV. Why should I have to LIE to give brother platelets?

I think you can give blood to a family member who consent to receiving it. I think gay males are only prohibited to donate blood during a blood drive. If it's any consolation, if you've had a tattoo in (I think) the past twelve months you can't give blood either, due to Hep. C risk.
