Problem With "Open With"?

my laptop wont let any programs open when i double click a program like google chrome it opens it with internet explore im thinking my brother messed with with the open with think when he right click it i tryed downloading thing but it dont let me start it up because internet exsplore opens up can anyone tell me hoe to fix it with out downloading anything thank you
