CSCEP Program question?

Hi, I am interested in becoming a Deputy US Marshal after college. I am currently a junior in high school. The CSCEP program sounds great for my case because it will almost guarantee a full-time position in the USMS after graduation. However, it is only offered in certain schools, and the one closest to me is Northeastern University (which is over $30,000 a year, and it's in state, that adds more benefits). I was wondering if I would be able to begin my college education, then transfer to Northeastern as a junior or senior so I wouldn't have to pay over $100,000 at Northeastern. Or even better, would I be able to go to a cheaper school all four years (Bachelor's Degree) but travel to Northeastern after applying to the CSCEP program and just visit the school whenever I had the program?
