Is it true that Americans can emigrate to Canada legally if they start their own business there?

I am just curious....looking to settle someplace a little cleaner than Philthadelphia and exploring my various options. I am considering starting my own business anyway, a retail cafe and coffee roastery. Any details about this would be appreciated.
